R E S O L U T I O N
|
|
|
WHEREAS, Nancy Rainosek retired from the Texas Department of |
|
|
Information Resources on December 31, 2024, drawing to a close an |
|
|
exemplary career in public service that spanned more than four |
|
|
decades; and |
|
|
WHEREAS, In 2013, Ms. Rainosek joined DIR as a program |
|
|
manager, and she became the state's chief information security |
|
|
officer in 2017; over the course of her tenure, she played an |
|
|
instrumental role in protecting state agencies from cybersecurity |
|
|
threats and established an incident response plan; demonstrating |
|
|
critical leadership during the first cybersecurity incident to be |
|
|
declared a state disaster, she directed the response to the 2019 |
|
|
ransomware attack that shut down the operation of 23 local |
|
|
government entities; in addition, she oversaw the implementation of |
|
|
three Regional Security Operations Centers, the Texas Information |
|
|
Sharing and Analysis Organization, and the Statewide Portal for |
|
|
Enterprise Cybersecurity Threat, Risk, and Incident Management; |
|
|
most recently, she served as DIR's executive cybersecurity |
|
|
strategist; and |
|
|
WHEREAS, Ms. Rainosek has further distinguished herself as a |
|
|
member of the executive committee for the Multi-State Information |
|
|
Sharing and Analysis Center; among her many achievements, she |
|
|
received the prestigious Thomas M. Jarrett State Cybersecurity |
|
|
Leadership Award, and she was featured in the "Top 25 Doers, |
|
|
Dreamers, and Drivers" list by Government Technology; and |
|
|
WHEREAS, Prior to joining DIR, Ms. Rainosek was the deputy |
|
|
chief information security officer and the enterprise security |
|
|
operations manager for the Texas Health and Human Services |
|
|
Commission; she also served as an IT audit manager and information |
|
|
resource manager for the Texas State Auditor's Office; and |
|
|
WHEREAS, Through her vision, skill, and commitment to the |
|
|
good stewardship of the state's security technology |
|
|
infrastructure, Nancy Rainosek has greatly advanced the important |
|
|
mission of DIR, and her accomplishments have earned the lasting |
|
|
admiration and appreciation of her fellow citizens; now, therefore, |
|
|
be it |
|
|
RESOLVED, That the House of Representatives of the 89th Texas |
|
|
Legislature hereby congratulate Nancy Rainosek on her retirement |
|
|
from the Texas Department of Information Resources and extend to |
|
|
her sincere best wishes for the future; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Ms. Rainosek as an expression of high regard by the |
|
|
Texas House of Representatives. |
