R E S O L U T I O N
         WHEREAS, Tracy Stephens has been recognized with a 2025
  Outstanding Texan Award from the Texas Legislative Black Caucus;
  and
         WHEREAS, An expert in flood and stormwater drainage systems,
  Mr. Stephens is retired from a long career with the City of Houston
  Public Works and Engineering Department; over the years, he has
  served as a consultant for the Harris County Flood Control District
  and the Texas Department of Transportation as well as a community
  advisor for the Houston Ship Channel Expansion Project 11; and
         WHEREAS, Mr. Stephens has further benefited his community
  through his extensive civic engagement, giving generously of his
  time and expertise as a member of the Harris County Community Flood
  Resilience Task Force, the Texas General Land Office Community
  Development Block Grant Mitigation Citizen Advisory Committee, the
  East End District Rail Safety Task Force, and other groups; he also
  serves as president of the Sunnyside Civic Club and as a board
  member of Achieving Community Tasks Successfully, and he is active
  in several area super neighborhood councils; and
         WHEREAS, Tracy Stephens sets an inspiring example of service
  and achievement for his fellow Texans, and he is indeed deserving of
  special recognition for all that he has accomplished in behalf of
  the Houston community; now, therefore, be it
         RESOLVED, That the Senate of the 89th Texas Legislature
  hereby congratulate Tracy Stephens on his receipt of a 2025
  Outstanding Texan Award from the Texas Legislative Black Caucus and
  extend to him sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Stephens as an expression of high regard by the
  Texas Senate.
