FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

April 27, 2025

TO:
Honorable Ken King, Chair, House Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB256 by Leo Wilson (Relating to the Department of Public Safety performing rapid DNA testing of certain individuals crossing the Texas-Mexico border.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would direct the Department of Public Safety (DPS) to enter in to an agreement with the the United States Department of Homeland Security (DHS) to establish a rapid DNA testing program for certain individuals.

According to DPS, any agreement with DHS to implement the provisions of this bill would require DHS to fund the program. Therefore, any cost to DPS associated with the bill could be absorbed using existing resources. Any cost to DHS will depend on the scope of the inter-agency agreement with DPS.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
