The bill would require the Texas Transportation Commission to designate Farm-to-Market Road 1021 in Dimmit County, Maverick County, and Webb County as part of the state highway system. The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or, otherwise, on September 1, 2025.
The existing on-system portion of Farm-to-Market Road 1021 is contained in Maverick County. Based on information provided by the Texas Department of Transportation (TxDOT), it is assumed implementation of the bill would require TxDOT to acquire and convert 44 miles of off-system county roadway to an on-system roadway. According to TxDOT's preliminary estimates, the cost to improve the 44-mile length of county roadway to state highway standards is estimated to be $665.0 million, which excludes additional costs to rehabilitate the current on-system portions of the route proposed by the bill. Because detailed feasibility and cost study information is not available, the cost to the State to implement the provisions of the bill cannot be determined at this time.
It is assumed that implementation of the bill would result in a positive fiscal impact to the affected counties resulting from the conversion of county roadway to a state highway system roadway.
