Honorable John T. Smithee, Chair, House Committee on Criminal Jurisprudence
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB3189 by Kerwin (Relating to increasing the criminal penalty for certain conduct constituting the offense of trafficking of persons.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would increase the criminal penalty for the offense of trafficking of persons from a second degree felony to a first degree felony if it is shown at trial that the actor committed any part of the offense in a school bus or other transportation vehicle of a school or within 1,000 feet of the premises of a school bus stop or other related areas.
It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.
Local Government Impact
It is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
