No significant fiscal implication to the State is anticipated.

This bill would direct the Department of Public Safety (DPS) to establish a program for the issuance of digital driver's licenses, commercial driver's license, and personal identification certificates. The bill would also authorize DPS to charge a fee for the issuance of digital identification in an amount necessary to cover the cost of administering the program. 

According to DPS, there may be costs associated with information technology upgrades; however, it is assumed that any costs associated with the bill could be absorbed using existing resources.

According to the Comptroller, if DPS charges a fee in an amount necessary to cover the cost of administering the program, it is assumed that there would be no significant fiscal impact on the state.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
