LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

April 16, 2025

TO:
Honorable Giovanni Capriglione, Chair, House Committee on Delivery of Government Efficiency

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4437 by Capriglione (relating to a requirement that the Department of Information Resources implement and develop a system and database to authenticate and track certain digital content.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Department of Information Resources (DIR) to implement and maintain a tamper-evident, readily verifiable, content provenance system that includes a hash for each piece of content owned by DIR and posted on a state website, authorizing DIR to assist agencies with implementation. The bill would only be applicable to content that is created and owned by DIR on or after the date that the content provenance system is implemented.

It is assumed that any technology costs associated with the bill could be absorbed using existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
