LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

May 9, 2025

TO:
Honorable Jeff Leach, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4492 by Jones, Jolanda (Relating to the failure to pay child support by certain biological fathers; creating a criminal offense.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would create the misdemeanor offense of failure to pay child support, make it punishable in certain circumstances with up to one year confinement and, in cases when the defendant has more than one prior conviction of the offense, as a state jail felony. It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.

Local Government Impact

While it is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant, it would be dependent on the number of offenses committed.
