IN RE:
HB4514 by Guillen (relating to the use of the Department of Public Safety image
verification system for the purpose of verifying an individual’s
identity; authorizing a fee.), Committee Report 1st House, Substituted
No significant fiscal implication to the State is anticipated.
The bill would permit the Department of Public Safety (DPS) to verify an individual's identity using the image verification system. Under the provisions of the bill, any fee collected would be deposited to a dedicated account within General Revenue to be used by DPS to administer the image verification system for identity verification.
It is assumed that any costs associated with the bill could be absorbed using existing resources. According to the Comptroller, the fiscal impact on the state from fee revenue would likely be insignificant.
Note: This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
