No fiscal implication to the State is anticipated.
The bill would define a special junior college district as a junior college district 1) whose service area boundaries and taxing district boundaries are identical and 2) that is located in at least one county adjacent to an international border. The bill would reduce the percentage increase in the voter-approval tax rate formula from 8 percent to 3.5 percent for a special junior college district.
Local Government Impact
The bill would lower the threshold for when a voter-approval tax rate election would be necessary. The fiscal implications for any affected junior college district cannot be anticipated.
