House Bill 1074 amends the Water Code to require that notice given to the Texas Natural Resource Conservation Commission regarding the accidental discharge or spill of waste or other substances into water include the location, volume, and content of the discharge or spill. The act also requires that notice be given to appropriate local government officials and local media if the accident may adversely affect a source of drinking water and requires the commission to adopt rules regarding notification.
