House Bill 1238 amends the Family Code to provide that the signature on an order affecting the parent-child relationship that designates an individual or entity for the disbursement of child support, constitutes adequate written consent for the Office of the Attorney General's state disbursement unit to make payments directly to the designated individual or entity. The bill further provides that if the state disbursement unit is notified by the federal oversight agency that the terms of this bill would cause the state case registry and state disbursement unit to be out of compliance with federal requirements, the provision would be void and the agency would be required to publish in the Texas Register a notice to that effect.
