            House Bill 139 amends the Government Code to require the notice filed with the secretary of state by a state agency regarding a proposed rule to include the bill number for the applicable legislation that enacted the statutory authority under which the rule is proposed to be adopted and to require the agency to provide the notice to the primary author and the primary sponsor of the applicable legislation if the bill authorizing the rule was passed within the preceding four years and the author or sponsor is still a member of the legislature. The bill's provisions are effective June 13, 2023, except that the bill, effective September 1, 2023, also establishes that the failure of a state agency to publish a summary of a proposed rule on the agency's website in plain language in both English and Spanish does not invalidate a rule adopted by the agency or an action taken by the agency under that rule.
