House Bill 1535 amends the Public Utility Regulatory Act in the Utilities Code, in regard to certain electric utilities that operate outside of the Electric Reliability Council of Texas (ERCOT), to establish cost recovery and rate adjustment standards and procedures, provide for the relation back of rates in a rate proceeding, and authorize a utility to request that the Public Utility Commission of Texas grant a certificate of convenience and necessity for an electric generating facility or make a public interest determination for the purchase of an existing electric generation facility.
