House Bill 1747 amends the Family Code to provide that there is a rebuttable presumption that a parent who delivers a child to a designated emergency infant care provider intends to waive the right to notice of the suit terminating the parent-child relationship. The bill further provides that certain actions that the Department of Family and Protective Services is required to take must occur before the court may render an order terminating parental rights, rather than before the department may file a petition to terminate the parental rights, with regard to a child taken into the department's custody.
