House Bill 1780 amends the Family Code to require a court to consider whether a parent made a good faith effort to successfully complete an ordered substance abuse treatment program when considering whether to find that extraordinary circumstances necessitate a child remaining in the temporary managing conservatorship of the Department of Family and Protective Services (DFPS) in a suit affecting the parent‑child relationship requesting the termination of that relationship or the naming of DFPS as the child's conservator.
