House Bill 1861 amends the Health and Safety Code to continue the Commission on State Emergency Communications until September 1, 2023. The bill requires the commission to develop and implement a policy to encourage the use of negotiated rulemaking procedures for the adoption of commission rules and appropriate alternative dispute resolution procedures to assist in the resolution of internal and external disputes under the commission's jurisdiction. The bill authorizes the commission, with the assistance of the Emergency Communications Advisory Committee, to coordinate the development, implementation, and management of an interconnected, state-level emergency services Internet Protocol network that is to be used for communications between and among public safety answering points and other entities that support or are supported by public safety answering points in providing emergency call handling and response and will be a part of the Texas Next Generation Emergency Communications System. The bill sets out requirements relating to the implementation of the commission's alternative dispute resolution procedures and collection of data concerning the effectiveness of those procedures, and for the development, implementation, and management of the Internet Protocol network and the appointment of members to the advisory committee.
