House Bill 1864 amends the Government Code to specify that the term "critical governmental facility" as it relates to energy security technologies includes a building that is owned by an institution of higher education and that meets certain prescribed criteria. The bill requires the State Energy Conservation Office to establish guidelines for the evaluation to determine the feasibility of equipping a critical governmental facility with a combined heating and power system.
