            House Bill 2048 amends the Code of Criminal Procedure, Education Code, Government Code, Health and Safety Code, Revised Statues, and Transportation Code to provide for the elimination of the driver responsibility program and to increase certain traffic fines and fees to help support uncompensated trauma care costs. The bill requires the Department of Public Safety to reinstate any driver's license that was suspended under the program if the only reason for the suspension was a failure to pay an applicable surcharge.
