            House Bill 2071 amends the Government Code to require that the annual statewide cost allocation plan, prepared by the office of the governor to apportion indirect costs associated with providing support services to state agencies, include a billing procedure to ensure agency billing for all allocated costs the agency is not otherwise obligated to pay another agency. The bill requires a state agency to send to the comptroller for transfer to the general revenue fund allocable federal money, agency fees, and any remaining amounts necessary to pay the billed amount. The legislature in the General Appropriations Act may waive payment of the billed amount to the extent that it would be made from the agency's general revenue appropriation. The bill requires the comptroller to adopt rules relating to the timing and method of transfers and the manner in which a state agency sends to the comptroller certain information requisite to the transfer.
