            House Bill 2179 amends the Water Code to revise provisions relating to hearings that concern the issuance of permits by a groundwater conservation district.  Among other things, the bill authorizes a district board to take action on any uncontested permit or permit amendment application at a properly noticed public meeting held after the public hearing at which the application is scheduled to be heard, provides for a preliminary hearing to hear a request for a contested case hearing, and authorizes an applicant to demand a contested case hearing if a board order granting an application includes special conditions or grants less groundwater production than requested.
