The bill requires that a contract entered into by any of these entities for the installation or implementation of energy conservation equipment or improvements be let according to procedures established for professional services by the Professional Services Procurement Act in the Government Code. The bill also requires the state energy conservation office to establish guidelines and an approval process for contracts for energy conservation services awarded by a state agency.
