House Bill 2300 amends the Transportation Code to authorize a metropolitan rapid transit authority in which the principal municipality has a population of more than 1.2 million to use a hybrid delivery system for constructing certain transit projects. The bill provides for selecting an engineer or engineering and architecture team, issuing requests for proposals, evaluating proposals, selecting the facility provider, contracting for final design, using other professional services, and subcontracting construction work. It specifies that the authority to use a hybrid delivery system expires on August 31, 2015.
