            Changes made by the 79th Legislature to the regulation of residential on-site sewage disposal systems allowed home owners anywhere in the state, not just those in sparsely populated counties, to maintain their own septic systems rather than contracting with a maintenance company for the systems' upkeep.  House Bill 2482 amends the Health and Safety Code to delete or repeal certain provisions relating to a homeowner's maintenance of an on-site aerobic treatment sewage disposal system for a single-family residence.  The bill requires the owner of a single-family residence in a county with a population of at least 40,000 who maintains a disposal system and is found guilty of certain violations to correct the violation or enter into a contract for the system's maintenance.  A second violation within three years of the first requires that owner to enter into such contract, and any violation also subjects the system's owner to administrative penalties.  The bill also allows the Texas Commission on Environmental Quality to implement a program to register persons who service or maintain on-site sewage disposal systems for compensation.
