            House Bill 2662 amends the Health and Safety Code to create a legislative oversight committee for the purpose of assessing the compact facility under the Texas Low-Level Radioactive Waste Disposal Compact. The bill provides for the committee's composition, requires the committee to consider and make recommendations on specified topics, requires the committee to submit a final report of the results of the assessment to the committees of the senate and the house of representatives with jurisdiction over the disposal of low-level radioactive waste not later than December 1, 2018, and abolishes the committee on December 31, 2018.

            House Bill 2662 amends the Texas Radiation Control Act, Health and Safety Code, to make the study by the Texas Commission on Environmental Quality (TCEQ) of the available volume and curie capacity of the compact waste disposal facility for the disposal of party state compact waste and nonparty compact waste a recurring study to be conducted at least once every four years. The bill halves the surcharge TCEQ is required to assess for the disposal of nonparty compact waste at the compact waste disposal facility and repeals a provision that requires the compact waste disposal facility license holder each quarter to transfer to the state general revenue fund five percent of the gross receipts from compact waste received at the compact waste disposal facility and any federal facility waste received at a licensed federal facility waste disposal facility. The bill takes effect June 15, 2017, except that effective September 1, 2019, the bill restores the surcharge to its former rate and restores the repealed provision.
