House Bill 2839 amends the Government Code to add an institution of higher education to the list of those with whom the Texas Department of Criminal Justice may contract for the sale of prison-made articles or products. The bill requires contracts for services with private businesses entered into by the prison industries office to be certified by the Private Sector Prison Industries Oversight Authority as complying with all requirements of the Private Sector/Prison Industry Enhancement Certification Program and to be certified by the authority that the contract would not cause the loss of certain existing jobs in this state. The contracts also must be approved by the Texas Board of Criminal Justice. The bill limits the number of work program participants in the prison industries office contracts to not more than 500 and exempts payment of the participants from certain wage requirements.
