House Bill 2890 amends the Penal Code to make it an offense for a person who is confined in a correctional facility after being charged with or convicted of certain sexual offenses to contact the victim of the offense or a member of the victim's family without consent if the victim was younger than 17 years of age at the time of the offense. The bill provides that a correctional facility and its officers and employees are not liable for damages arising from an act committed by a person confined in a correctional facility in violation of this provision, unless the officer or employee knowingly assisted or participated in the offense. The bill prohibits certain people who have access to the name, address, telephone number, or other identifying information of a victim younger than 17 years of age from releasing or disclosing the information to any person who is not assisting in the investigation, prosecution, or defense of the case, and it provides penalties.
