House Bill 291 amends the Code of Criminal Procedure to require a clerk of the court, when a defendant is discharged or released to outpatient care based on the insanity plea, to provide available victim contact information to the Texas Department of Criminal Justice victim services division. The bill requires the division to notify the victim or the victim's guardian or close relative of the discharge or release. The bill authorizes the clerk of the court to inspect a victim impact statement for the purpose of such notification.
