House Bill 2911 amends the Health and Safety Code to provide for the statewide deployment of next generation 9‑1‑1 service (NG9‑1‑1) by September 1, 2025. The bill creates the NG9‑1‑1 service fund to be composed of certain federal money, including from the federal Coronavirus State and Local Fiscal Recovery Funds, and used by the Commission on State Emergency Communications and emergency communication districts solely to support the deployment and reliable operation of NG9‑1‑1 service. The bill repeals a provision providing for the reimbursement of wireless service providers for expenses for network facilities used for 9‑1‑1 service.
