            House Bill 3052 amends the Family Code to include obtaining state-issued or federally issued personal identification documents for a child among the acts certain close non‑parent relatives of the child are authorized to take with regard to the child under an agreement with the child's parent. The bill clarifies how a parent who is not party to an authorization agreement is to be notified of the agreement and sets out consequences for noncompliance with notification requirements. The bill requires a petition filed in a suit for dissolution of marriage, in a suit affecting the parent-child relationship, or in a proceeding to adjudicate parentage to include a statement regarding certain protective orders in effect. The bill requires a petitioner to attach copies of each applicable order and clarifies that if the office of the attorney general files the petition for a suit affecting the parent-child relationship or a proceeding to adjudicate parentage the office is not required to include such a statement or any applicable attachments.
