House Bill 3071 amends the Solid Waste Disposal Act, Health and Safety Code, to require the Texas Commission on Environmental Quality to cancel a permit issued for a municipal solid waste landfill facility if the facility has not accepted waste for a period of 25 consecutive years and is located in the extraterritorial jurisdiction of the Cities of Houston in Harris County, Dallas in Dallas County, or Fort Worth in Tarrant County.
