House Bill 3076 amends the Education Code to authorize a school district to use the parenting and paternity awareness program developed for use in the district's high school health curriculum in the district's middle or junior high school curriculum as well. The bill authorizes a teacher, at the discretion of the district, to modify the suggested sequence and pace of the program at any grade level. The bill authorizes a school district to develop or adopt research-based programs and curriculum materials for use in conjunction with the program, sets forth content guidelines for such programs and curriculum, and requires the Texas Education Agency to evaluate the district-developed programs and curriculum materials and to distribute information regarding those programs and materials to other school districts. The bill prohibits a student under 14 years of age from participating in such a program without the permission of the student's parent or person standing in parental relation to the student. The bill makes its provisions applicable beginning with the 2009-2010 school year.
