            House Bill 3103 amends the Election Code to revise procedures relating to the submission and compilation of information pertaining to candidates that the state chair and each county chair of a political party is required to submit to the secretary of state in regard to a general primary election and to require the secretary of state to maintain a database of this information.  Among other provisions, the bill revises certain election-related deadlines and authorizes certain election-related information to be submitted or disseminated electronically.  The bill also requires the secretary of state to conduct a study on the effects of changing the presidential primary election date.
