            House Bill 3114 amends the Education Code to establish a nine-member student fee advisory committee at each component institution of The Texas A&M University System to advise the board of regents and each campus administration on the type, amount, and expenditure of compulsory fees for student services, student health and medical services, student center facilities, and recreational sports.  The bill allows the board of regents to charge each student at Texas A&M International University, West Texas A&M University, and Texas A&M University--Commerce an intercollegiate athletics fee not to exceed a specified amount per semester credit hour.  The initial levy at each campus and any increase in the fee amount of more than 10 percent are subject to approval by a majority of the students voting at an election held for that purpose, and the fee is not to be counted toward the $250 cap on the total amount of all compulsory student services fees charged individual students at each of those universities.  The bill also increases the cap on the amount of the recreational sports fee that the board of regents may charge students at component institutions, increasing the maximum allowable fee from $100 per semester or 12-week summer term to $175 per semester, and from $50 per six-week summer session to $87.50 per summer session.
