House Bill 3519 amends the Government Code to provide that in certain counties with a population of more than 800,000, the county judge may appoint a qualified person to serve as a temporary justice of the peace to hold court to help reduce crowded dockets. The bill also provides that the county judge may delegate the responsibility for making this appointment to the local administrative statutory county court judge.
