House Bill 3647 provides for the appropriation of funds to pay for various claims and judgments against Texas. The bill requires each claim or judgment to be verified and substantiated by the administrator of the fund or account against which the claim or judgment is to be charged and to be approved by the attorney general and the comptroller of public accounts.
