House Bill 3668 amends the Government Code to require the office of the governor to establish a program to provide grants to qualifying nonprofit organizations in Texas for distribution to nonprofit food banks to build the capacity of the nonprofit food banks to respond to disasters. Implementation of a provision of this bill by the office is mandatory only if a specific appropriation is made for that purpose.
