            House Bill 3863 amends the Code of Criminal Procedure to establish that Special Agents of the Office of Inspector General of the U.S. Department of Agriculture are deemed not to be peace officers but are granted the powers of arrest, search, and seizure under state laws as to felony offenses only. The bill also establishes that an officer or agent designated by the U.S. secretary of homeland security for duty in connection with the protection of property owned or occupied by the federal government and persons on the property is not a peace officer but has those same powers with respect to any offense under state law.
