            House Bill 3896 amends Special District Local Laws Code provisions relating to the Jack County Hospital District.  The bill revises the terms of the directors of the district, provides for additional means of securing repayment of district bonds, and sets out the authorized uses of bond proceeds.  The bill also authorizes dissolution of the district by majority vote and establishes other dissolution procedures, including procedures for imposing a tax to pay district debt.  Provisions relating to the terms of the board of directors take effect September 1, 2014; all other provisions take effect June 14, 2013.
