House Bill 402 amends the Election Code to require the secretary of state to establish a pilot program to evaluate the use of an electronic registration system to confirm a voter's registration when the voter appears in person to vote. The bill requires the pilot program to be used in one or more countywide elections in a single county with a population of approximately 500,000 people and to provide for the use of a card with a magnetic strip issued to the voter. The secretary of state is required to file a report on the pilot program and the use of the electronic registration card with the governor, the lieutenant governor, and the speaker of the house of representatives at the conclusion of the program, but not later than December 31, 2006. The pilot program expires January 1, 2007.
