House Bill 4029 amends the Special District Local Laws Code to create the Lavaca County Groundwater Conservation District, coextensive with the boundaries of Lavaca County, contingent on voter approval at a confirmation election. The bill sets out provisions relating to well spacing requirements and exemptions and authorizes the district to establish registration and reporting requirements for certain wells that are exempt from permitting under the Water Code. The district, however, may not require meters on those exempt wells. The bill prohibits the district from imposing ad valorem taxes at a rate exceeding five cents per $100 of assessed valuation of taxable property in the district.
