House Bill 4544 amends the Human Resources Code and Transportation Code to provide for the issuance to a child being released or discharged from the supervision of the Texas Juvenile Justice Department (TJJD) of a personal identification certificate, a certified copy of the child's birth certificate, and a copy of the child's social security card. The bill requires TJJD, the Department of Public Safety, and the vital statistics unit of the Department of State Health Services to adopt a memorandum of understanding that establishes their respective responsibilities with respect to the issuance of a personal identification certificate to a child. The bill establishes a $5 fee for a personal identification certificate issued under the bill's provisions.
