House Bill 4690 amends the Occupations Code to require the Texas Commission of Licensing and Regulation (TCLR) to set by rule the minimum quality standards for motor fuel sold or offered for sale in Texas to the most recently adopted or amended petroleum standards on the date of the sale by ASTM International. Accordingly, the bill repeals provisions that previously established minimum motor fuel quality and testing standards. Among other provisions, the bill establishes certain exceptions to the motor fuel quality standards and requires TCLR to set by rule specifications and tolerances for motor fuel metering devices to be the same as the most recently adopted or amended standards recommended by the National Institute of Standards and Technology at the time the device is used.
