House Bill 539 amends the Education Code to require each general academic teaching institution to automatically admit an applicant as an undergraduate student if the applicant graduated as the valedictorian of the student's high school graduating class in one of the two school years preceding the academic year for which the student is applying for admission and satisfies certain other criteria. Such a student is eligible for a state scholarship for students graduating in the top 10 percent of their high school class and is considered automatically admitted for purposes of certain institutional enrollment caps.
