House Bill 66 amends the Government Code to require the Department of Information Resources to research and select, by competitive bid, power management software to be used by state agencies to reduce the amount of energy required to operate state computer networks and networked personal computers. The bill requires certain state agencies to acquire and use the software. An institution of higher education is required to acquire and use the software only if the department, in consultation with the Information Technology Council for Higher Education, determines after performing a specified analysis that such use would provide cost savings to the state.
