House Bill 719 repeals Transportation Code provisions relating to the issuance of specialty license plates for eligible golf carts and updates provisions relating to the registration of golf carts for operation on a public highway to require the Texas Department of Motor Vehicles (TxDMV) by rule to establish a procedure to issue the license plates to be used for operation in accordance with specified state law and the bill's provisions. The bill authorizes TxDMV to charge a fee, not to exceed $10, for the cost of such a license plate. The bill expands the types of counties in which the commissioners court is authorized to allow the operation of a golf cart or utility vehicle on all or part of a public highway that has a speed limit of not more than 35 miles per hour and is located in the unincorporated area of the county.
