The Water Code requires the owner or operator of an underground storage tank into which an environmentally dangerous substance is to be deposited to provide a copy of the certificate of compliance for the tank to the deliverer of the substance before accepting it into the tank. House Bill 755 amends the code to make a violation of this requirement an offense only if the violation is knowingly comitted.
