House Bill 89 amends the Government Code to entitle a state employee to a leave of absence not exceeding five working days in a fiscal year to donate bone marrow, or not exceeding 30 working days in a fiscal year to serve as an organ donor. The leave comes without a salary deduction. The bill also requires a state agency to allow an employee sufficient time off to donate blood, provided that prior approval is obtained from the employee's supervisor. No deduction in salary or accrued leave results if the employee afterward provides the supervisor with proof of the donation. An employee may receive time off for blood donations a maximum of four times per fiscal year.
