House Bill 950 amends the Labor Code to specify circumstances in which an unlawful employment practice occurs with respect to an allegation of discrimination in payment of compensation in an employment discrimination violation. The bill establishes an exception to the prohibition against liability under a back pay award accruing for a date more than two years before the date a complaint is filed with the Texas Workforce Commission civil rights division by authorizing liability under a back pay award to accrue and an aggrieved person to obtain relief as provided by specified statutory provisions and under certain circumstances.
Reason Given for Veto: "Texas' commitment to smart regulations and fair courts is a large part of why we continue to lead the nation in job creation. House Bill 950 duplicates federal law, which already allows employees who feel they have been discriminated against through compensation to file a claim with the U.S. Equal Employment Opportunity Commission."
