House Joint Resolution 7 proposes an amendment to the Texas Constitution to provide for, in each state fiscal year from September 1, 2027, until August 31, 2047, the deposit to the credit of the Texas Water Fund of the first $1 billion of the net revenue derived from state sales and use taxes that exceeds the first $46.5 billion of that revenue coming into the treasury in that fiscal year. The resolution provides for the certain appropriation by the legislature of such deposits.
